State of Tech DRC is a project of Kleverr Technologies, a company registered in Ontario, Canada.
Kleverr Technologies is responsible for the personal information collected through the stateof.tech website, its surveys, its forms, and its related services.

2. Scope of this policy
This policy explains how we collect, use, retain, and disclose information when you:
- visit the State of Tech website;
- participate in a survey;
- resume a survey with a code;
- view or download results;
- register for an event or a communication;
- contact us.
3. Information we collect
Survey responses
We may collect:
- your answers to the questions;
- certain demographic or professional characteristics;
- responses entered in free-text fields;
- your path through the questionnaire;
- the dates and times of participation;
- a technical identifier or code allowing you to resume the survey;
- the version of the questionnaire and of the consent notice you accepted.
Surveys are designed to limit the collection of information that would directly identify you. Some answers or combinations of answers may nonetheless be considered personal information.
Do not enter your name, your contact details, or those of another person in a free-text field unless the question expressly asks for them.
Technical data
When you use the site, we may automatically collect certain technical data, including:
- your IP address;
- your device, browser, and operating system type;
- your chosen language;
- pages viewed and technical interactions;
- connection dates and times;
- security and diagnostic logs;
- an approximate location inferred from your IP address.
Communications and events
If you contact us or register for an activity, we may collect your name, email address, organization, role, and the information contained in your message or registration.
Where payment is offered, it may be processed by a specialized provider. Kleverr Technologies does not retain your full bank card details.
4. How we use information
We use the information collected to:
- administer surveys and allow them to be resumed;
- apply questionnaire logic;
- measure the quality and coverage of responses;
- prevent fraudulent, automated, or duplicate responses;
- produce statistics and analyze technology adoption;
- publish aggregated results, reports, and visualizations;
- develop related indicators, comparisons, analyses, and products;
- organize events and respond to requests;
- ensure the security, maintenance, and improvement of the site;
- comply with our legal obligations.
We will not use your personal information for a new purpose incompatible with those set out here without informing you and, where required, obtaining your consent.
5. Aggregate data, analyses, and partners
Kleverr Technologies may produce reports, dashboards, indicators, studies, and other analyses based on the responses collected.
These products may be:
- published free of charge;
- presented at events;
- shared with research or implementation partners;
- incorporated into commercial partnerships;
- offered to clients or partners on a paid basis.
These uses involve aggregated or reasonably de-identified data. They must not allow a partner or the public to identify a respondent.
Identifiable individual responses are disclosed to a third party only when that party acts as a service provider on our behalf, when the law requires it, or when you have expressly consented to it.
We apply reasonable measures to reduce the risk of re-identification, including by grouping results and limiting the publication of categories with too few respondents.
6. Consent and participation
Participation in surveys is voluntary. You may skip optional questions or stop your participation at any time.
You may withdraw your consent to the future use of personal information that can still be associated with your participation, subject to applicable legal obligations and technical limitations.
Once data has been irreversibly aggregated or de-identified, it may no longer be possible to isolate or delete your contribution.
7. Disclosure to third parties
We may disclose certain information:
- to hosting, security, analytics, messaging, or payment providers working on our behalf;
- to professional advisors bound by a duty of confidentiality;
- to authorities where the law, a court order, or the protection of our rights requires it;
- in connection with a reorganization, financing, merger, or transfer of business, subject to appropriate safeguards;
- to partners and the public in an aggregated or de-identified form.
Our service providers are authorized to process personal information only for the agreed services and in accordance with applicable contractual measures.
8. Hosting and international transfers
Kleverr Technologies is based in Canada. We use specialized providers for hosting, storage, security, communications, and, where necessary, payment processing.
Depending on the services used, certain data may be processed or hosted in Canada, in the Democratic Republic of the Congo, or in other countries where these providers operate. It may then be subject to the laws of the country concerned and accessible to its authorities under the conditions provided by law.
Kleverr Technologies remains responsible for the personal information entrusted to its service providers and puts in place appropriate contractual, organizational, and technical safeguards.
9. Data retention
Canadian law does not set a single universal retention period for all data. It requires that retention be limited to the stated purposes and that minimum and maximum periods be established. We retain personal information only for as long as necessary for the purposes described in this policy.
The maximum periods generally applied are as follows:
- Incomplete, ineligible, and excluded responses not used in analyses: 90 days after the close of the relevant edition.
- Complete or partial responses used in analyses: five years after the publication of the final results of the relevant edition. At the end of this period, they are deleted or irreversibly anonymized.
- Resume codes, session identifiers, and associated technical data: no later than 12 months after the survey closes, except where they must be kept to prevent fraud or investigate an incident.
- Technical and security logs: 12 months from their creation. Data related to an incident may be retained until it is resolved and for the legally required period.
- Contact requests, event registrations, and communications: 24 months after the last interaction. Subscriptions are kept until unsubscription.
- Financial, transactional, and accounting records: six years after the end of the financial year to which they relate, in accordance with applicable obligations in Canada.
- Backups: deleted progressively on a cycle of at most 90 days after the deletion of the active data.
Aggregated results, statistics, and data that have been irreversibly anonymized may be retained long-term to document the different editions and measure changes over time.
Certain data may be retained longer where a law requires it or where it is necessary to establish, exercise, or defend a legal right. At the end of the applicable period, it is deleted, anonymized, or securely destroyed.
10. Security
We apply reasonable measures to protect information against loss, unauthorized access, disclosure, alteration, or destruction.
These measures may include encryption, access controls, logging, backups, and the restriction of internal access.
No computer system, however, can guarantee absolute security.
11. Your rights
Under applicable laws, you may request:
- whether we hold personal information about you;
- access to that information;
- correction of inaccurate information;
- withdrawal of your consent;
- deletion of certain information;
- information about its use, disclosure, or transfer.
We may ask you for reasonable information to verify your identity. Certain rights may be limited where data has been aggregated or de-identified, or must be retained in accordance with the law.

If you are not satisfied with our response, you may contact the Office of the Privacy Commissioner of Canada or the competent authority in your place of residence.
12. Cookies and audience measurement
We use cookies that are strictly necessary for the site to function, in particular to remember your chosen language, secure a session, and allow access to the survey's features. These cookies cannot be disabled without compromising certain essential functions.
No audience measurement or advertising tools are currently installed. There is no optional analytics cookie to accept or refuse. If we introduce an optional tool, we will update this policy and provide the applicable choice before activating it.
The current answer may be stored temporarily in your browser’s session storage to help you retry after a network interruption. It is removed after a successful save. Resume codes grant access to your survey: keep them private.
A report-subscription address is stored separately from analytical exports, but remains linked to the response through an internal identifier so we can handle withdrawal or unsubscription requests. To unsubscribe, write to sot@kleverr.tech. We do not describe these linked records as irreversibly anonymous.
13. Minors
The survey is intended for people 18 years of age or older. We do not knowingly seek to collect information from people who do not have the capacity required to consent.
If you believe that a minor has provided us with information contrary to this rule, please contact us.
14. Changes to this policy
We may amend this policy to reflect the evolution of the project, our practices, or legal requirements.
The date of the last update will be shown at the top of this page. Any significant change will be brought to users' attention by an appropriate means.
